I was born and raised in Muskegon, Michigan. After leaving there to go off to college, I learned that the city's high school had the highest drop-out rate in the US. Some of the surrounding areas have well-educated and well-off people, but the city itself still has low average incomes accompanied by extremely low real estate values.
Why mention that? Here is a map of real estate values in the city (via Newmark's Door). I grew up across the street from Sheldon Park, near Oakview, which are two of the areas listed below the map. The averages are shown below the map; check out the average sales prices, not the average listing prices.
Holy-Affordable-Housing! At those prices, even if people cannot find good jobs there, one might expect at least low-income retirees to migrate to the area.
