Is Regina, Saskatchewan, Really the 3rd Worst City in Canada for Crime?

Maclean's magazine says it is [h/t Jack and BenS]. We haven't noticed it, but maybe we should take a bit more care while we are here?

As Jack says, "Go West, young man....and be mugged." What is it about the western and prairie cities that they have such high crime rates? 

Victoria, BC, ranked second-worst? I thought only old-folk retirees lived there. Are they all pursuing crime as post-retirement careers?
